Chimei is one of many distributors of the current 22" flavor of LCD panels. If you dig really deep into reseraching, you'll find out that most of the current 22" LCD panels are being made by the same manufacturer, and who is that manufactuers? The same people that have their name on this one, Chimei.
So who are these people? It's not as much of a household name as Sony or Philips obviously, but that doesn't mean it's not a quality product. In fact, for the price, it's a great monitor. I received mine with no dead pixels, thankfully. Ofcourse your mileage may vary, and you'll want to check with your retailer, since some have very ruthless policies about dead pixel returns.
The color is great, there are a fair amount of options to tweak the color / brightness. One common gripe among other 221D users I've seen, is the plastic base. Some have said it's flimsy and will shake the monitor just if you start typing. Me, I must not be typing forcefully enough or my desk is just sturdier than theirs. Or maybe they have their monitors 1" from their keyboards. I have no such problems, though I agree that investing in some kind of aftermarket support system or wall mount wouldn't be a bad idea.
Overall, a solid monitor, for a great price.
