Macromedia Dreamweaver 8 is very useful for creating web pages, and building entire websites. For one, you can work with either the code, or through the What-You-See-Is-What-You-Get editor, so it's as easy as drag and drop design. I veru much like the Split View feature that allows to see the html/CSS coding simultaneously with the preview of the page.
This is a very powerful tool for beginners (since it has a lot of help and support material, as well as code suggestions as you type), and even professionals (it simplifies a lot of work with large and complex modules like shopping carts, databases, and etc).
I also like the code highlighting, which is very convenient and makes it easy to debug any errors.
This is a very powerful and user-friendly software. I highly recommend it for web design and development.

It's a hefty price tag but when it comes to developing sites this is the only one I use, it allows me to also hand code a lot of my work which makes this a powerful and flexible program that can be used with a visual interface or a 'code head' hard core tool :) It might be overkill for those who are just doing a personal page or two but for anyone who develops sites, it's almost a must have at times. I agree with Lexxia, I used this in school, and it was great, however it is very pricey for the average website maker. It is extremely useful and has many features for web developers or company owners though.
It works best in conjunction with Macromedia Fireworks, and Macromedia Flash. The new versions, the Adobe CS3 versions, have extensive upgrades and are much more useful.
