Its called Microsoft Visual Studio Web Developer Express Edition.

It allows you to make content rich, beautiful and functional web sites in a short time without having to remember heaps of code and the use of ASP.NET makes it even better, it takes you literally one minute to make a web page with a registration and login form that is fully functional while as in html this would take up to a few hours.
